Overview

Bulgaria is an EU member state in Southeast Europe with the lowest labor costs in the European Union, making it attractive for manufacturing, outsourcing, and agriculture. The country joined the EU in 2007 and the Schengen area for air and sea borders in 2024. Sofia is developing as a regional tech hub with a growing outsourcing industry. Bulgaria has significant agricultural lands and a developing tourism sector along the Black Sea coast and mountain ski resorts.

Labor Laws

Bulgarian labor law is governed by the Labour Code (Kodeks na truda). The standard working week is 40 hours with 8 hours per day. Employees are entitled to a minimum of 20 working days paid annual leave. Overtime is permitted up to 150 hours per year and must be compensated at 150% for weekdays, 175% for weekends, and 200% for public holidays. The probation period is a maximum of 6 months. Employment contracts must be registered with the National Revenue Agency within 3 days. Employers contribute to social security covering pensions, health, unemployment, and maternity. The notice period for indefinite contracts is 30 days unless otherwise agreed. Workers have the right to join trade unions.

Work Permit Process

1
Step 1: The Bulgarian employer applies for a work permit at the Employment Agency (Agentsiya po zaetostta). Step 2: A labor market test verifies no suitable Bulgarian or EU citizen is available, typically taking 15-30 days. Step 3: Upon approval, the Employment Agency issues the work permit. Step 4: The worker applies for a long-stay visa (Type D) at the Bulgarian Embassy. Step 5: Upon arrival, the worker applies for a residence permit at the Migration Directorate within 14 days. Step 6: The combined work and residence permit is issued for up to 1 year, renewable annually up to 3 years. After that, a long-term residence permit may be obtained.
